COMMITTEE MEETING MINUTES

August 24, 2010

The Finance, Recreation, Service, Engineering and Gorman Farm Committee met at 6:00 pm on August 24, 2010.  Present were Councilmembers Vonderhaar, Smiley- Robertson, and Schaefer.  Also in attendance during the meeting were Dave Nichols, Michelle Gottschlich, Reading Council member Bob Ashbrock,

The meeting began with Michelle Gottschlich reviewing the Phase I report from URS.  This has already been distributed to all of Council.  The purpose of the meeting was for the Recreation Commission to request that the Council fund Phase II of the project.  This Phase would create a master plan for bicycling in Evendale.  At least two of the neighboring communities have master plans for bicycling.  Additionally, Sharonville has a plan that includes a bicycle path in its downtown area.  The benefits of the master plan include co-ordination with plans in the surrounding communities as much as possible.   The cost is $10,000.00.  

Phase III of the project would look for implementation strategies.  Funding for it will be requested as part of the 2011 Recreation Department budget.

The Committee discussed the Thru the Valley Project which includes the ne GE Parkway.  The Thru the Valley engineering team indicated that they would look favorably upon a bike trail along the new parkway.  Installation of a bike path as part of that plan in conjunction with appropriate striping of Evendale Drive could potentially create a bike path from the Millcreek where it flows under Shepherd Lane in Reading through Evendale ending where it flows under Sharon Road at a very small cost to Evendale.  Striping Glendale-Milford for a bike lane on the current project could connect this path to the rest of Evendale.

Since the above connections go beyond Phase II, the committee requested that Dave Nichols obtain a price from URS for incorporating the above concept into Phase II.  The Committee will meet next week with George Snyder to determine what funds are available in the current budget for funding Phase II of the project including work in conjunction with the Thru-the Valley Project.  The Committee voted to recommend that we go forward at this time because of the time critical nature of the addition of the Bike trail to the Thru-the Valley Project.
